Mission. Fund of social protection, support and assistance to scientists of Ukraine and their families – a public organization uniting scientists Dnipropetrovsk region in all age groups and took on the obligation: to correct the mistakes of the state before the scientists and the people of Ukraine to support the spiritual, material aid, to promote science and Scientists hope to instill in the future of Ukraine.

Story. The Foundation has no political scientists, and commercial components. Founded in 1997 with the support of Ukraine's President Leonid Kuchma, L.D., Minister of Education and Science Seminozhenko V.P. In the name of the Fund researchers concluded the main objectives and tasks set for them selves the founders of the difficult and tragic time for Ukrainian science. The founders were 16 people - scientists, industrial workers and family members of scientists. Tragically, not all of the founders survived to this day. No membership fees, which should withdraw from the pension of scientists at 49 UAH or wages that were paid by 1,5–2 city, without the authorized capital, without any permanent financing of the Fund scientists have survived, and took a lot of people in many ways helped. While the main goal pursued – social protection, assist in preserving the gene pool of scientific Dnipropetrovsk region, restoring the prestige of the title of scientist, combining the efforts of researchers of all ages to jointly address the survival of the researchers, the salvation of their intellectual and scientific potential in the name of economic and social revival of our country.

Achievement. Much has been done in this direction: charity financial and material aid (money, things, products), visit on a charitable basis Dnipropetrovsk theaters and concert halls made it possible not only to enjoy art, but also to get rid of depression, loneliness, hopelessness, and to acquire new friends. Most scientists support the Fund has the Council of Rectors of the Dnipropetrovsk region. On the basis of each university were established branches Foundation scholars, who numbered in the field of 20. Universities become collective members of the Foundation of scientists and scholars to fill in a data bank, became individual members. Scientists became a branch of the Fund and Dnieper Research Center, combining academic and industrial research institutes.

In December 2007 the fund researchers noted the 10th anniversary of its founding. In establishing the Foundation and its scientists work was assisted by: Zhovtnevyi District Council, Dnipropetrovsk City Council and Executive Committee, Regional Council and the Dnipropetrovsk Oblast State Administration. Over 14 years in the Dnipropetrovsk region was replaced by 11 heads of state administration, 6 chairs of the regional council, two city mayor, but to the activities of the Foundation of scientists has always been respectful and warning. Almost all the management of Regional State Administration (on the level heads of departments) in varying degrees, to provide practical help: moral, material, financial, organizational and informational. Foundation scholars during these 14 years has done a lot of socially important work. Each of his cases has found practical expression in the life of our city and region.

Exhibition. For the first time in the Dnipropetrovsk region, starting in 1998 on the basis of the House of Scientists, the Palace of student theater. TG Shevchenko, on a charitable basis Foundation scholars conducted for scientists and institutions with 2–3 exhibitions a year: scientific, technical, cultural, educational, amateur (hobby scientists), advertising and professional orientation (for students).

Contests. For the first time in the Dnipropetrovsk region, starting in 1999, Foundation researchers spent six regional inter-university competition for «Best scientific, educational, teaching, artistic and journalistic literature», which became a tradition. They are attended by all the universities region and in recent years participated in the contest, scientists not only to the Dnipropetrovsk region, but also scientists Zaporizhia region, the cities of Kiev and Moscow, and in 2006 took part in the competition, our scientist, now lives in Israel. The result of these competitions is to hold exhibitions and book presentations, winners of academic councils of universities to award winners and the creation of fax library at the Foundation of scientists, which has more than 1,000 books autographed by scientists.

Evenings-meetings. For the first time in 1999 at the Palace of the students held an evening meeting of women scientists with the guidance of Dnipropetrovsk Oblast State Administration and Regional Council, also became a tradition. In 2007, the evening was held for the eighth time. The result of this evening meetings is to create a club of women scientists – «Cherry living room».

Consultation. 2000th – the year of adoption of the Law of Ukraine «On scientific Pensions». There were many expectations, hopes, and joy! A practical implementation of this law was null and it took 5 years for additions and corrections law and regulations to all the flaws and failures of the comments were taken into account. Foundation scientists actively engaged in this work: letters to all of the Supreme Council of Ukraine, Ministry of Labour, Prime Minister of Ukraine. More than 3,000 scientists area have received free consultations on registration and re-issuance of scientific benefits. In the House of Scientists of the consultations carried out and to this day. Continuity. In 2001, the fund researchers analyzed the age of professors and academic staff at universities of Dnipropetrovsk region, came to the conclusion that the average age of our scientists was the anniversary of the figure 60 years old and the young (we arbitrarily took the PhD – 45 years, the candidate – to 35) There were only 2 doctors of science and Ph.D. graduate students, plus the third year of training – 213 people at 20 universities area. There was a question of reviving the Dnipropetrovsk regional council of young scientists (DRCYS) and the creation of Councils of Young Scientists in each university area. It should be noted that the choice was very successful chairman of the regional council of young scientists – doctors of technical sciences, professor of the National Mining University – Vlasov Sergey Fedorovich. It was his knowledge of life and academic experience, organizational skills, tact, perseverance, selflessness and most importantly helped to create this efficient organization, which is still the model for both for Ukraine and for those who work with him today in Dnipropetrovsk regional council of young scientists. The first generation of members DRCYS already defended their dissertations and had already begun to realize their career. Now the board is working, say the scientists, the third generation «of young scientists».
